This tool can either demux the H.264 digital tv ts stream to a raw *.h264 file. Or it can mux the H.264 stream into a Matroska (*.mkv) container. It's a command line tool. Usage: h264tsto srcFilename.ts destFilename.mkv | destFilename.h264. Requires Elecard demuxer,dump.ax (to h264), Haali Media Splitter, Haali Matroska Muxer (to mkv).
